In the electric universe many craters are from an electric discharge where materials can melt.
From NASA about its Apollo rock collection:

 Apollo 16 breccia rock formed from meteorite impact. Shiny, black impact-generated glass was splashed on the side.

I doubt the splash is from an impact generating dust and debris.
